Financing a commercial building in Québec City and Chaudière-Appalaches
The Québec City area and Chaudière-Appalaches are two administrative regions, so two networks of bodies. Québec International, the MRC and its local body support businesses. The lender judges the building on its net income and value. Each lender sets its own amount and conditions.
Why two regions and two networks
The Québec City area and Chaudière-Appalaches are separated by the river. PMECAP’s municipal pages place them in two regions: Capitale-Nationale (03) and Chaudière-Appalaches (12).
This matters for your application. A building in Lévis falls under different bodies than one in Québec City, even a few minutes across the bridge.
The bridges link two markets of different natures. Québec City is a capital with office and retail districts. Chaudière-Appalaches mixes urban centres, service towns and more rural areas. The lender adapts its review to that local reality.
Such a split does not stop lenders from financing buildings. It only requires naming the municipality and MRC correctly in the request. An address or zoning error slows a application.
Which areas do the municipal pages cover
The repository’s pages show how varied the territory is. Each MRC has its own local body.
Examples of pages, with their MRC
The common point: a geographic code and an MRC. They appear on every page, with the Statistique Québec source. Use them to find the local body before speaking to a lender.
- Québec City, L’Ancienne-Lorette and Saint-Augustin-de-Desmaures: MRC 23
- Donnacona: Portneuf MRC
- Lévis: MRC 251
- Saint-Georges: Beauce-Sartigan, and Sainte-Marie: La Nouvelle-Beauce
- Thetford Mines: Les Appalaches, and Montmagny: Montmagny
Who supports businesses in Québec City
Québec International describes itself as the body that facilitates business growth in the greater Québec City region. It offers a set-up and expansion service.
Its page mentions Vision entrepreneuriale Québec 2030. This financial aid program is funded by the Capitale-Nationale region fund, managed by the City of Québec. The page refers to the City’s site for details.
These aids support innovation and competitiveness. They do not replace a commercial mortgage.
An economic development aid is not a mortgage. It can still lower a project’s cost or fund studies. A lender looks kindly on a project already backed by a local body. It does not commit because of it.
Speak to an advisor before filing an aid request, not after. They confirm whether the project fits the program criteria.
Who supports businesses in Chaudière-Appalaches
Here, support often runs through the MRC. The Accès entreprise Québec network, created with $97.5 million over five years, serves as the entry point to business services.
In Nouvelle-Beauce, the MRC entrusted this role to Développement économique Nouvelle-Beauce. Under its 2024 support policy, it finances and supports start-up, expansion and succession. The policy also names Chaudière-Appalaches Économique among its partners.
Programs differ from one MRC to the next. Call the body of the MRC where the building sits.
A local loan fund may complement equity, under its own rules. Criteria, caps and timing must be confirmed with the body. Do not assume them. A Nouvelle-Beauce MRC document also shows successive versions of its policy: ask for the one in force.
Service differs between MRCs. Some have a dedicated advisor, others share resources. Ask who will handle your application. No timeline is guaranteed.
How does a commercial building look to a lender here
The lender looks at net operating income, value and equity. In smaller towns, it also weighs tenant strength and how easily a unit can be re-let.
An owner-occupied building is financed differently from a rented one. BDC, for example, offers a loan that can cover the purchase, construction or renovation of premises. Per its page, it can reach 100% of project cost, with amortization up to 25 years. It excludes residentially zoned projects.
In a city or a small town, the lender wants to understand future use. A vacant unit in a village needs more explanation than a leased one. An industrial building in a park must show its usefulness to other businesses. The lender’s appraiser then rules on value.
A lender also tests the debt against a bad day: a vacant unit, a late rent, an unexpected repair. Ask which monthly payment it uses and which income it assumes. A lease renewed at a lower rent changes the math.
Which documents to gather
The same documents serve in Québec City and in Lévis. But a lender may not know a small town’s market. Document it.
Plan for
For a special-purpose building, show that another tenant could occupy it. This reassures the lender about resale value. A single-tenant building weighs differently from a multi-tenant one. Add each lease’s end date to the rent table.
If the building is mixed-use, separate the income lines in your table. If part is owner-occupied, say so. This avoids a round of back-and-forth questions.
- Leases and occupancy history
- Income and expenses for the last two years
- Zoning and permitted use
- The work budget, with quotes
- Proof of equity
What to do next
Find your municipality on PMECAP’s list of pages. Note its MRC, then contact the local body before speaking to a lender.
Then read the guide on documents required for a commercial purchase and the commercial financing family. PMECAP’s form passes your request to a firm registered with the AMF. Each lender decides the amount and conditions.
Three neighbouring municipal pages let you compare reference points. Above all, they show the territory is split into several MRCs. That split determines who answers the phone.
Keep a written record of every exchange with the local body. A lender may require proof that an aid is confirmed before counting it. Note names, dates and the conditions announced. This avoids misunderstandings later in the application.
